My opinion:
When the Intelligence reports are bombarded for three years, 1998 t0 2001, with the non-specific warnings of the attack, and nothing happens, then, naturally, the sensitivity to these reports declines, and they are almost disregarded. And it was a part of the strategy of building the “Al Qaeda” as the sophisticated COVER.
