The explanations of the assumed change in the number of warnings for 1.20.2001 to 9.11.2001: 40 or 5 monthly (1) in comparison for the previous 3 years; 1998 – 2001: 353 “warning articles” total or 10 monthly (2) .
Sources are different: 1 – CIA; 2 – FBI via the 9/11 Com. Report.
Assuming that “Warnings” = “Warning Articles”, their frequency actually fell two fold: from 10 to 5 monthly, as if in the post-climactic, after some (minor terror) actions move, to create the impression of the lull AFTER the storm.
This is consistent with the hypothesis of using the persistent warnings and the emotional reaction to them to create a Legend of Al Qaeda and the Al Qaeda as the Cover for the Operation 9/11.

For the whole period of 1998 – 2001 there were a total of 353 articles, which makes about 10 warning articles monthly.
(The “warning” may be different from the “warning article”.)
