The former US Special Representative for Ukraine emphasized that Ukraine—unlike Russia—is attacking targets of military significance on Russian territory. According to him, Ukraine is bringing the war to Russian soil so that ordinary Russians feel its impact, while focusing primarily on the military-industrial complex.
Kellogg further stated that Putin is not winning the war and expressed doubt that the Russians would succeed in capturing the Donbas. In his view, Ukrainian attacks on Russian oil refineries are increasing the pressure on the Kremlin.
